The State Council ordered the Nation to pay a million-dollar compensation for failing to provide special protection to a teacher who was killed after receiving persistent death threats by the FARC in Algeciras, Huila.
The High Court ruled that the Ministry of Education and the department of Huila is administratively responsible for the death of Jose Ignacio Vargas, because it failed to consider their complaints about the constant bullying he received during four months by members of the FARC.
